City Employees Welcome Our New City Administrator and Police Chief

The City of Whitesboro is thrilled to announce the appointment of Phil Harris, our new City Administrator, and Kevin Dockery our new Police Chief. Both bring a wealth of experience and a shared commitment to serving our community with excellence and integrity.

Phil Harris has an impressive background in finance, IT management, risk management, privacy and accounting compliance programs, and employee relations. He has a master’s degree in accounting and IT management, has held a partner-level position with Ernst & Young, and top management positions with Sabre and CBRE. He has been married to his wife, Cynthia, for 38 years and together they have raised their two children in Whitesboro and started several small businesses. Most recently, he spent a couple of years as a superintendent with a commercial construction team. He is passionate about Whitesboro and is poised to lead our city through its next chapter of growth and progress.

Kevin Dockery, a seasoned professional in law enforcement, is a familiar face to us all as he joins us with 17 years of experience in community policing and crisis management in Whitesboro. He and his wife, Rachael, have been married for 6 years and have also raised their children here. He is dedicated to building trust within the community, ensuring public safety, and fostering a department culture that values transparency and accountability.

As they step into their new roles, both Phil and Kevin are eager to engage with our community and help shape a bright future for our city
