Utility bills are mailed on or before the last day of each month and are due in full by 5:00pm in the office on the 10th of the following month.

If you do not receive your postcard bill by the 3rd of the month, you may check your account balance online or contact City Hall at 903-564-3311. Failure to receive a bill does not waive late fees for payments made after the 10th.

Payments submitted after 5:00 p.m. will be processed and applied to your account on the following business day. Any payment made after 5:00 p.m. on the 10th will be considered late and subject to a penalty.


Payment Options

Payments may be made using any of the following methods. Account balances may also be viewed online using the link below.

Online Account Balance & Utility Bill Pay (fees may apply):

Call 877-316-4692 to pay using a debit or credit card.

By Mail:
Check, money order, or cashier’s check payable to:

Night Drop Box:
Located on the east side of City Hall (by the clock tower).
Cash is NOT permitted in the drop box.

Bank Draft:
Authorization forms are available in the City Hall lobby or online. A voided check must be attached. Drafts are processed on the 4th of each month. If the 4th falls on a weekend, drafts will be processed the following Monday.

In-Person Payments at City Hall:
Payments may be made in person using cash, check, money order, or debit/credit card.
A 3% processing fee applies to debit/credit card payments.
Cash payments must be made in person and are not accepted by mail or drop box.
