Required for residents and businesses establishing new water, sewer, electric, and trash services with the City of Whitesboro. To initiate service, application and required documents must be submitted in person at City Hall, 111 W. Main St., Whitesboro, TX 76273.
A valid photo ID is required, along with a Closing Disclosure (for property purchases) or a Lease Agreement (for rentals). All deposits must be paid in person. Service will not be activated until the required deposit has been received and applied to the account.
For deposit requirements or additional information, please contact (903) 564-3311. Service requests after 4:00pm will be processed on the next business day. Resident MUST be present for water service to be turned on.
This form is used to transfer existing utility services into your name at a new address within the City of Whitesboro. Transfers must be completed within five (5) business days. If more than five (5) business days are needed, a transfer will not apply and the request will be processed as a new service.
Please submit the completed form to utility [at] whitesborotexas.org along with a valid photo ID and a Closing Disclosure (if purchasing) or Lease Agreement (if renting). Resident MUST be present for water service to be turned on.
This form is used to request disconnection of utility services when moving out of the City of Whitesboro. Disconnections are processed Monday through Friday only.
Please submit the completed form along with a valid photo ID to utility [at] whitesborotexas.org. The photo ID must match the name on the account.
Please submit completed application to utility [at] whitesborotexas.org (utility[at]whitesborotexas[dot]org) Utility Extension Requests must be submitted no later than 5:00pm on the 21st of each month. Any extension received after 5:00pm on the 21st is subject to denial. Please note that the City is not obligated to grant payment extensions; they are considered a courtesy and are approved at the City’s discretion. Submission of a request does not guarantee approval or prevent applicable late fees or service disconnection.
Extensions will not be granted beyond the last working day of the month for the current bill owed. Signing an extension does not waive the penalty and any unpaid extension will result in NO future extensions.
Please complete and submit the authorization form to utility [at] whitesborotexas.org, along with a copy of a voided check or an ACH authorization letter from your financial institution.
Failure to provide the required documentation will result in the bank draft not being processed.
Fire Hydrant Loan Meter Application
Please bring the completed form to City Hall located at 111 W. Main St., Whitesboro, TX 76273. A photo ID will be required along with a deposit of $2,700.00.

As a courtesy, the City of Whitesboro will allow for one leak adjustment every 12 months for residential customers. Please submit completed form along with repair invoices / receipts within 30 days of repair to Aimee Freise in Utility Billing by clicking afreise [at] whitesborotexas.org (here).
